PROGRAMME MANAGEMENT
- Manage projects and programs
- Coordinate and contribute to the programming, formulation, management, implementation, monitoring and evaluation of activities linked to the project cycle, in line with EU procedures and quality standards in the field of international aid & cooperation by means of the IT tools developed
- Contribute to the programming, identification and appraisal of programmes, the launch and monitoring of calls for proposals, tenders, evaluation, selection and contracting procedures
- Contribute to drafts and updates of comprehensive reports, annual reports and syntheses
- Contribute to effective coordination with other donors
- Assist in evaluation and audit activities and contribute to the preparation of evaluation and audit reports
- Help in the dissemination of best practices and facilitation of exchange of experiences
- Other tasks as designated by the Head of Cooperation and/or Head of Delegation
POLICY ANALYSIS
- Contribute to sector analysis and to the definition of a sector strategy for the European Union, in close coordination with EU member states, promoting a Team Europe approach
- Observe, monitor and report regularly (including early warnings on potential disputes) to Delegation hierarchy and Headquarters on sectorial issues and on the implementation of EU-funded programmes and projects, as well as in response to any specific requests
- Support policy dialogue with all relevant local authorities, agencies, project partners and other relevant stakeholders in all areas of concern
- Participate in sectoral technical coordination meetings with national and regional authorities, EU Member States, national and international development partners and civil society organisations
COMMUNICATION
- Ensure internal communication on EU-funded programmes and projects with other colleagues within the Delegation and Headquarters (thematic/geographic)
- Produce and present the results of projects at workshops, seminars, conferences and other public events. Extract and disseminate best practices and facilitate exchange of experiences
- Maintain dialogue with all the relevant stakeholders (such as local authorities, EU Member States’ representations, NGOs, donors, etc.)
- Participate in various public events (workshops, conferences, etc.) aimed at presenting the results of projects and programmes, in view of ensuring visibility
Xüsusi tələblər
- University degree in the relevant fields to the programmes (Bachelor degree or equivalent, ISCED level 6)
- 5 years of relevant professional experience (project management, cooperation and development, etc.) acquired after having obtained the university degree
- Excellent command of English (min. CEFR C1 level)
- Thorough knowledge of project management methodology (initiation, planning, execution and closure, monitoring and evaluation)
- Thorough knowledge of EU institutions, legislation and programmes (notably those concerning international aid & cooperation in Azerbaijan)
- Good understanding of the main issues related to economic reforms and good governance
- Good knowledge of procurement procedures
- Good level of computer literacy, including AI
Selection criteria (assets)
- Experience working in a diplomatic mission, a development agency or in an international organisation
- Experience working with the European Union tools, policies and procedures
- Master degree or equivalent, ISCED level 7, is an advantage
- Professional certifications in project management
- English language certification is an advantage
- Working knowledge of another EU language and/or Russian is an asset.
- Azerbaijani Native language knowledge
