Business Need / Purpose of Role:

  • To ensure effective implementation and management of environmental and social requirements across all project phases, including compliance with ESIA commitments, national regulations, and international lender requirements.

Key Responsibilities:

Including but not limited to:

  • Lead implementation and follow-up of ESIA commitments, including ESMP and ESAP requirements, across construction, commissioning, and operation phases
  • Ensure compliance with national environmental legislation and applicable international standards, including lender requirements
  • Act as the primary interface with ESIA consultants, lenders, and regulatory authorities on environmental and social matters, including support during due diligence and audits
  • Manage environmental permitting processes, including tracking of approval conditions and ensuring ongoing compliance
  • Develop and implement environmental and social monitoring programs in line with ESIA commitments, lender requirements, and regulatory conditions (including air, water, waste, biodiversity, and community-related aspects)
  • Plan, implement, and follow up environmental and social audits and inspections for internal activities and contractors, ensuring timely closure of non-conformities
  • Integrate and enforce environmental and social requirements within EPC and subcontractor activities, including on-site compliance verification
  • Identify, assess, and manage environmental and social risks and impacts throughout the project lifecycle
  • Prepare, review, and coordinate environmental and social reports for internal management, lenders, and regulatory authorities
  • Support stakeholder engagement activities, including implementation of grievance mechanisms and management of community-related issues
  • Develop and deliver environmental and social awareness and training programs for internal personnel, EPC contractors, and local communities
  • Develop and implement environmental and social procedures in line with ESIA commitments, lender requirements, and regulatory conditions
  • Establish and maintain tracking systems for ESAP actions, compliance obligations, and all findings arising from internal, contractor, and community inspections, audits, and monitoring activities

Job Knowledge/ Education/ Qualifications & Skills 

Education: 

  • Bachelor’s degree in environmental science, Environmental Engineering, or a related discipline.

Years of Experience: 

  • Minimum 5–7 years of relevant experience in environmental and social management, preferably within industrial, mining, or large infrastructure projects;
  • Experience in ESIA implementation, ESMP/ESAP follow-up, or similar international project requirements is strongly preferred.

Certifications / Licenses (If applicable)

  • NEBOSH Environmental Management Certificate or equivalent — preferred
  • ISO 14001 Internal or Lead Auditor certification, or equivalent knowledge and demonstrated experience in environmental management systems and auditing
  • Membership in a relevant professional body (if applicable)

Technical / Software Skills 

  • Good understanding of ESIA processes, ESMP and ESAP implementation
  • Knowledge of environmental monitoring and reporting practices
  • Familiarity with international standards (e.g. IFC, Equator Principles)
  • Experience in environmental identification and impact assessment processes, including development and maintenance of aspect-impact registers
  • Proficiency in standard office software (Excel, Word, PowerPoint) for data analysis, reporting, and documentation
  • Experience in maintaining tracking registers and databases for ESAP actions, compliance obligations, and monitoring data
  • Familiarity with environmental data management, reporting, and document control systems is an advantage
  • Ability to review and interpret technical documentation, including ESIA reports, permits, method statements, and monitoring data

Soft Skills – problem-solving, teamwork, communication.

  • Strong communication and interpersonal skills, with the ability to engage effectively with contractors, consultants, regulatory authorities, and local communities
  • Ability to conduct meetings and consultations with local communities, including handling sensitive issues, grievances, and difficult conversations in a professional manner
  • Confidence in representing the Company in discussions with external stakeholders, including during inspections, audits, and community interactions
  • Ability to maintain a balanced and objective approach when addressing environmental and social concerns raised by stakeholders
  • Good organizational and coordination skills in a multidisciplinary project environment

Language Skills:

  • Azerbaijani — required
  • Fluent English (written and verbal) — required
  • Russian — preferred

Other Skills and Abilities

  • Ability to work effectively in both office and site-based environments under varying conditions
  • Understanding of construction, commissioning, and operational activities, and associated environmental and social risks
  • Willingness to travel to project sites and participate in field inspections, audits, and community visits as required
