HSE Engineer

Key Responsibilities

• HSE System Management: Developing, implementing, and regularly updating Health, Safety, and Environment (HSE) policies, procedures, and guidelines.
• Management Systems: Ensuring compliance with ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental) management system requirements; planning and conducting internal audits.
• Site Supervision: Conducting regular safety inspections and site audits at installation, modernization, and technical maintenance facilities.
• Risk Management: Carrying out Risk Assessments and Job Safety Analyses (JSA); managing the Permit-to-Work (PTW) system for high-risk operations, specifically working at heights, lift shaft/pit operations, and electrical works.
• Incident Investigation: Investigating accidents, incidents, and near-misses; conducting Root Cause Analysis (RCA); defining, implementing, and tracking Corrective and Preventive Actions (CAPA).
• PPE Control: Monitoring the proper procurement, distribution, and correct utilization of Personal Protective Equipment (PPE).
• Training & Development: Organizing and conducting regular HSE training sessions, safety inductions for new hires, and daily toolbox talks.
• Compliance: Ensuring full alignment with corporate standards, EN 81-20 / EN 81-50 lift safety standards, and local statutory legislation (Labor Code of the Republic of Azerbaijan, labor protection norms, etc.).
• Emergency Preparedness: Developing emergency response plans; organizing regular evacuation drills and emergency reaction exercises.
• Subcontractor Management: Monitoring, evaluating, and auditing subcontractors' compliance with company HSE requirements.
• Reporting: Tracking key HSE performance indicators (KPIs), preparing comprehensive safety reports, and presenting them regularly to management.

Requirements

• Education: Higher technical education (Engineering, Occupational Health & Safety / Industrial Safety, Ecology, or a related field).
• Experience: Minimum 2–3 years of professional experience in the HSE field (prior experience in construction, heavy industry, installation, or the lift/escalator sector is highly preferred).
• Professional Knowledge: Strong theoretical and practical knowledge of ISO 45001 and ISO 14001 management systems; hands-on skills in risk assessment, incident investigation, and HSE documentation.
• Legislation: Good understanding of the labor protection and safety legislation of the Republic of Azerbaijan.
• Language Skills: Fluent in Azerbaijani; intermediate or higher proficiency in English (essential for handling international standards and technical documentation); knowledge of Russian is a strong asset.
• IT Skills: Proficiency in MS Office suite.
• Other: Valid Category B driving license and readiness to travel frequently to various project sites.

Preferred Qualifications (Advantages)

• Professional international certifications such as NEBOSH, IOSH, or ISO 45001 Internal Auditor certificate.
• Direct experience in the lift, escalator, or vertical transportation sector.
• Specialized certifications in working at heights and electrical safety.
