Summary:

  • Development and execution of the company's procurement strategy, selection and management of suppliers, organization of tender processes, drafting of contracts, and ensuring procurement activities are carried out in compliance with the company's internal procedures.

Key Responsibilities:

  • Develop and implement the company's procurement strategy.
  • Prepare procurement plans and oversee their execution.
  • Propose initiatives for the optimization and continuous improvement of procurement processes.
  • Participate in departmental budget planning and control expenditures.
  • Supplier & Tender Management:
  • Research, evaluate, and select local and foreign suppliers.
  • Organize and manage tender processes.
  • Coordinate the commercial and technical evaluation of proposals.
  • Evaluate supplier performance and monitor their ongoing activity.
  • Ensure the preparation, updating, and management of the company's Approved Vendor List (AVL).
  • Organize the evaluation, qualification, and onboarding process of new suppliers into the AVL.
  • Draft, negotiate, and oversee the execution of contracts.
  • Ensure procurement processes are conducted in accordance with the company's internal procedures and legal requirements.
  • Plan, organize, and manage the daily operations of the procurement department.
  • Delegate work among department employees and supervise task execution.
  • Evaluate the performance of department staff, identifying their professional development and training needs.
  • Define the department's annual goals and KPIs, ensuring their fulfillment.
  • Ensure effective collaboration with other structural units and coordinate interdepartmental matters.
  • Prepare procurement reports and present them to management.
  • Provide regular updates to management regarding procurement activities, key performance indicators (KPIs), and risks.

Requirements:

  • Minimum of 8 years of experience in the relevant field, with at least 3 of those years in a managerial role.
  • Higher education (Bachelor's or Master's degree) in Business Administration, Economics, Finance, Logistics, Supply Chain Management, Engineering, or another relevant field.
  • Preference will be given to Supply Chain Management and Engineering.
  • International certifications in procurement or project management (e.g., CIPS, CPSM, PMP, etc.) are a distinct advantage.
  • Azerbaijani & English: Proficiency (good level) is mandatory.
  • Russian & Turkish: Desirable / an asset.
  • MS Office: Mandatory.
  • Experience using ERP systems is desirable.
  • Leadership and team management skills.
  • Analytical and strategic thinking.
  • Strong communication and presentation skills.
  • High-level negotiation and decision-making abilities.
  • Planning and organizational skills
  • Responsible, honest, and results-oriented mindset.
  • Effective time management and the ability to work under pressure.

Working Conditions:

  • 5-day work schedule;
  • Location: Sumgayit city;
  • Lunch and transportation are provided by the company;
